Monetary nationalism, currency areas and power centres. Does a global economy need a global currency? Or what kind of global currency and how soon is it possible? Antecedents may be the tower of Babel. There is ..according to legend or myth or history or whatever we want to call it there was once a single language in the world and then that got broken up and split into the different tongues and now we have maybe 10 or 20 thousand languages in the world. It is appropriate to use the language analogy because language is a medium of communication and money is a medium of exchange and it’s also, money is also a medium of communication of values. The end of account function of money which has been woefully neglected by economists in the past 40 or 50 years was said by Keynes in the very first paragraphs of his treatise on money in 1930 is that the unit of account function of money is the most important function of money. And yet the asset function of money has taken over from that and money is treated in general equilibrium theories, it is treated just like an asset, like any other asset. And people say the exchange rate is a price. Milton Friedman says the exchange rate is a price like every other price. I would say it is a price unlike every other price. In the 20th century, monetary reform was linked to the ’20s to restoration of the gold standard, in the ‘30s to restoration of the gold standard and reflation. Roosevelt wanted to reflate very much. In the 1940s to the reconstruction of the post-war international monetary order and both Keynes and White, the British and American plans at Bretton Woods, contained provisions for a global currency, a world currency. Bankor is a mixture of ‘bank’ and ‘O R’ which is the French word for gold which he thought would appeal to people who were still in love with gold. So in the 1960s reform was linked to preventing a breakdown of the gold-dollar system. In the 1970s it was linked to restoring international monetary systems, that the Committee of 20 had failed and that’s when we moved into the great mistake, chaos of flexible exchange rates. After the 1970s, monetary reform shifted to stability within regional monetary blocks, away from the concept of a global monetary system. In the 1970s the breakup of the system, a lot of things were happening. One was in 1969 the Europeans decided to go for a European currency very soon afterwards. It would have been very easy for the Europeans to create a European currency in 1969/1970 because they were already on a fixed exchange rate system round the dollar. Their currencies had converged, they had the same inflation rates, the same interest rates so it would have been easy. The US broke the system up. The US started to think the international monetary system is just benefitting the rest of the world, but it’s hurting the US in this policy, so they scraped it. In the rest of the world there was a kind of monetary war going on between the US and Europe of that time. So, why I call this the crime of ’76, the endorsement of flexible exchange rates, is that a new thing that purported to be a monetary system was not a system at all. There is no study done to develop.., nobody had any idea how this system would operate. There are no treatises written on it. A couple of pamphlets by Milton Friedman and James Meade advocating, but zero studies had been done in a serious scientific way of what that kind of system would imply. What it did was for most of the countries the IMF then had to go around or felt it had to go around and destabilize currencies all around the world and they moved in to off their peg some of the countries, And these were all destabilized and they moved into hyper-inflation. No inflation in Europe, no inflation in Japan, no inflation in the US but huge gyrations in exchange rates. Now under the gold-standard you had no inflation either, in the other countries, but you had absolutely fixed exchange rates. You got ...these exchange rates were great distortions, now you have to look at the currency world as a, you have to build power into the model of the world and monetary power is reflected by, more or less proportionate to GDP. The areas of these circles represent the areas. The GDP of the US is $11 trillion and that of Europe, the Euro area is $8 trillion, and the Yen area is $5 trillion, the R&B area over here is $1.4 trillion, and the pound sterling up there is the 4th biggest is $1.7 trillion. There are only 5 currencies in the world that have significance. Canada is a peripheral currency and all the other currencies are peripheral, except for those 5 currencies. And when the G7 talks about all those meetings in the G7 last year, they spent 90% of the time talking about China and China is not even a member of the G7, but China has got a currency that has become important in the world economy. Look, this is the dollar-euro exchange rate and the dollar-ecu which became the euro exchange rate. Big fluctuations, huge fluctuations with the Yen, but look at the way this for 20 years, 27 years the DM was more or less fixed to the dollar around 4 to the dollar and then in 1975 and then it was 3.5 DM to dollar, then it fell in half in 5 years time to 1980 to 1.7 and then the next 5 years it doubled against the dollar and then it went down 7 years later to the low point of 1.34 in September 1992. This is the world map this is the way those currency areas would be evolving. The rapid growth in China, it’s grown at 9% for 25 years in China, for 26 years and if it continues that by 2040 it will be getting to be much bigger relative to the US. These aren’t exactly right, but probably in total GDP China would, at current growth rates, certainly outstrip Japan by that time. If, but currency areas are not going to stay constant, there’s an evolution. Big talk about an Asian currency area now because Europe has solved its problems with the Euro. Which is a great success for Europe and other areas are looking at it. Is it possible? Could they do it? You could have some kind of an arrangement like that. The big problem for Asia is that they need an outside anchor for it and the best anchor for it is the dollar, so it would be better, in the short run at least, to go for an APEC currency solution which would represent about 55-60% of the world economy taking the Asian-Pacific economic cooperation group which is shooting for a free trade area by 2015, this would be possible. But if that is the case Europe would be much better off fixing to that zone, too and so you could get back to fixed exchange rate zone for the bulk or centre part of the world economy. This is the way things could go. The basic thing I am saying we need a better international monetary system, a stable universal unit of account, with international anchor for national currencies. The basic plan I have would be to start off with a basket of 3-5 of the largest stable currency areas. Mainly let’s start off with the dollar, Euro, yen areas, it is called the DEY. It would involve the top three – the dollar, Euro and Yen or DEY. Now leave aside the decision about the pound and the Yuan. The Yuan, the pound may enter the euro zone or may not. The Yuan is still an inconvertible currency, so it is still something to be left out at the moment. And leave also the decision about any role of gold. The IMF would delegate the three largest currency areas as agents for the DEY keeping the three currencies stable in terms of the DEY and the DEY stable in terms of their cost of living. So you’d have a basket, try to keep the three currency areas from fluctuating. They have stable price levels; you can have stable exchange rates, big fluctuations and keep the price level stable. And then create an Intor which would be the name for the global currency endorsed by the IMF. Each country would have equity rights in it proportional to its financial size, reflected in revised quotas. Now Europe..., this model for a world currency is not a model for a single currency, not talking about a single currency in the world. We don’t need it. You need a multiple-currency monetary union and that would be the appropriate model. A global solution would be, would look something like that. This kind of model would be, just think of the Intor circulating globally and then all currencies that wanted to be part of this system would be able to be convertible into it. Any countries that wanted to keep their own currencies they could redefine the pound is equal to one Intor and then talk about a British Intor or British pound still but redefined so that it is equal. Models for this galore are all over the world. Luxembourg and Belgium had a monetary union since 1924 until 1999, when the Euro came into being. And the Luxembourg Franc was there and the Belgian Franc was there, there was no question whatever about the interconvertibility of that. That is also true of the Scottish pound. Since the act of Union in 1707 the Scottish pound is circulated along with British pound in Britain. So, that’s the story. Thank you Thank you

Finanzieller Nationalismus, Währungsgebiete und Machtzentren. Braucht eine globale Wirtschaft eine globale Währung? Oder was für eine globale Währung, und wie bald ist sie möglich? Ein Vorläufer ist vielleicht der Turm zu Babel. Es gab - nach der Legende oder dem Mythos oder der Geschichte, oder wie immer wir es nennen wollen - einst eine einzige Sprache auf der Welt, und dann zerbrach und zersplitterte sie in die vielen Sprachen, die es heute gibt, weltweit vielleicht 10.000 oder 20.000. Die Verwendung der Sprachanalogie ist angebracht, da die Sprache ein Medium der Kommunikation ist und Geld ein Medium des Austauschs, und es ist auch, ... Im Rest der Welt kam es damals zu einer Art Geldkrieg zwischen den USA und Europa. Also, der Grund, warum ich dies das Verbrechen von '76 nenne, die Befürwortung flexibler Wechselkurse, ist, dass eine neue Sache, die vorgab ein Geldsystem zu ein, überhaupt kein System war. Es wurde nichts untersucht, um zu entwickeln..., niemand hatte eine Vorstellung davon, wie dieses System funktionieren würde. Es gibt keine Abhandlungen darüber. Und alle diese Währungen wurden destabilisiert und gerieten in eine Situation der Hyperinflation. Keine Inflation in Europa, keine Inflation in Japan, keine Inflation in den USA, jedoch riesige Schwankungen in den Wechselkursen. Nun, unter dem Goldstandard hatte man auch keine Inflation, in den anderen Ländern, aber man hatte absolut feste Wechselkurse. Man muss ... diese Wechselkurse waren große Verzerrungen. Man muss sich die Welt der Währungen vorstellen als....., sie müssen Macht in das Modell der Welt einbringen, und finanzielle Macht spiegelt sich, ... ist dem Bruttoinlandsprodukt (GDP) mehr oder weniger proportional. Die Bereiche dieser Kreise stellen die Währungsbereiche dar. Das GDP der USA beträgt 11 Billionen (11 x 10^12) Dollar und das GDP von Europa 8 Billionen Dollar, der Yen-Bereich hat ein GDP von 5 Billionen Dollar. Der RMB-Bereich hier drüben hat ein GDP von 1,4 Billionen, und der Bereich des britischen Pfunds ist mit 1,7 Billionen Dollar der viertgrößte. Es gibt in der Welt nur fünf Währungen, die von Bedeutung sind. Kanada hat eine pheriphere Währung, und alle anderen Länder sind peripher, mit Ausnahme dieser 5 Länder. Und als die G7 in all ihren Gesprächen im letzten Jahr über diese Dinge redeten, verbrachten sie 90 % ihrer Zeit damit, über China zu reden, und China gehört noch nicht einmal zu den G7. Allerdings hat China eine Währung, die in der Weltwirtschaft wichtig geworden ist. Sehen Sie, dies ist die Dollar-Euro-Umtauschrate und die Dollar-Ecu-Rate, die zur Euro-Umtauschrate wurde. Riesige Schwankungen, massive Schwankungen mit dem Yen. Doch schauen Sie sich an, wie die DM in den letzten 20, 27 Jahren mit dem Dollar mehr oder weniger fest verbunden war, bei einer Umtauschrate von 4:1. Und dann fiel sie 1975 auf 3,5 DM pro Dollar, dann sank sei in 5 Jahren auf die Hälfte. In den nächsten 5 Jahren verdoppelte sie sich wieder und fiel 7 Jahre später, im September 1992, auf die niedrigste Rate von 1,34. Dies ist die Weltkarte, dies ist die Art und Weise auf die diese Währungen sich dann entwickelt haben. Das schnelle Wachstum in China, China ist 25 Jahre lang um jeweils 9 % gewachsen, 26 Jahre lang, und wenn dies so weitergeht, dann wird China im Jahre 2040 im Vergleich zu den USA wesentlich größer sein. Diese Zahlen stimmen nicht genau, doch würde China mit seinem gesamten Bruttoinlandsprodukt, bei den gegenwärtigen Wachstumsraten, Japan zu dieser Zeit mit Sicherheit überholen. Wenn... Doch die Währungsbereiche bleiben nicht konstant, es findet eine Entwicklung statt. Es wird zurzeit viel über einen asiatischen Wirkungsbereich geredet, da Europa seine Probleme mit dem Euro gelöst hat, was ein großer Erfolg für Europa ist, und andere Bereiche schauen sich das an. Ist es möglich? Könnten sie es tun? Es ist möglich, dass es ein derartiges Engagement geben wird. Das große Problem für Asien ist, dass sie einen äußeren Anker benötigen, und der beste Anker für Asien ist der Dollar. Es wäre daher, zumindest kurzfristig, besser sich für eine APEC Währungslösung zu entscheiden, die etwa 55-60 % der Weltwirtschaft darstellen würde, wenn man die asiatisch-pazifische Wirtschaftskooperationsgruppe nimmt, die sich um eine Freihandelszone im Jahr 2015 stark macht. Dies wäre möglich. Doch wenn dies der Fall ist, wäre es für Europa wesentlich besser, sich ebenfalls an diese Zone anzubinden, und auf diese Weise käme man für den größten oder den zentralen Teil der Weltwirtschaft zurück zu einer Handelszone mit festen Umtauschraten. So könnten die Dinge sich entwickeln. Grundsätzlich sage ich Folgendes: Wir brauchen ein besseres internationales Geldsystem, eine stabile allgemeine Rechnungseinheit, mit einem internationalen Anker für nationale Währungen. Nach meinem Basisplan sollte man mit einer Gruppe von 3 - 5 der größten stabilen Währungsbereiche beginnen. Beginnen wir in der Hauptsache mit dem Dollar-, dem Euro- und dem Yen-Bereich, der als DEY-Bereich bezeichnet wird. Er würde die drei größten Währungen umfassen: den Dollar, den Euro und den Yen oder DEY. Stellen wir die Entscheidung über das Pfund und den Yuan zurück. Der Yuan, das Pfund: Sie werden möglicherweise in die Eurozone eintreten oder vielleicht auch nicht. Der Yuan ist noch immer eine nichtkonvertierbare Währung. Er muss also zum gegenwärtigen Zeitpunkt noch unberücksichtigt bleiben. Und stellen wir auch die Entscheidung über irgendeine Rolle des Goldes zurück. Der IMF würde die drei größten Währungsbereiche als Bevollmächtigte für den DEY delegieren und die drei Währungen bezüglich des DEY stabil halten und den DEY bezüglich ihren Lebenshaltungskosten. Man würde also eine Gruppe haben, zu verhindern versuchen, dass die drei Währungsbereiche Schwankungen unterliegen. Sie verfügen über stabile Preisebenen. Man kann stabile Wechselkurse haben, große Schwankungen und die Preisebene stabil halten. Und dann sollte man einen Intor ins Leben rufen, was der Name für die globale, vom IMF befürwortete Währung sein würde. Jedes Land würde einen Anspruch auf Fairness im Verhältnis zu seiner Finanzstärke haben, die in revidierten Quoten zum Ausdruck kommen würde. Nun Europa.... Dieses Modell für eine Weltwährung ist kein Modell für eine Einheitswährung, wir sprechen nicht über eine einzige Währung für die ganze Welt. Die brauchen wir nicht. Wir brauchen eine aus mehreren Währungen bestehende Finanzunion, das wäre das angemessene Modell. Eine globale Lösung würde etwa folgendermaßen aussehen. Diese Art von Modell wäre, stellen Sie sich nur vor, der Intor würde weltweit zirkulieren, und alle Währungen, die zu diesem System dazugehören wollten, könnten damit konvertierbar sein. Alle Länder, die ihre eigene Währungen behalten wollen, könnten das Pfund als identisch mit einem Intor definieren, und dann weiterhin über einen britischen Intor oder ein britisches Pfund reden, jedoch neu definiert, so dass es den gleichen Wert hat. Es gibt zahllose Modelle hierfür auf der ganzen Welt. Luxemburg und Belgien hatten von 1994 bis 1999, als der Euro eingeführt wurde, eine Währungsunion. Es gab den luxemburgischen Franc und den belgischen Franc, die Frage nach Ihrer Konvertibilität stellte sich nicht. Dasselbe gilt auch für das schottische Pfund.
